An objective for the Green Highway Partnership is to establish Pilot or Demonstration projects which will inform and inspire the implementation of practices that are:
These pilot and demonstration projects will be used to inform the application of Green Highways principles to the work of rebuilding and sustaining the nation’s highway infrastructure. Theme Teams have been asked to identify the funding requirements for each pilot or demonstration project. Funds will be made available to each team based on approval of their workplan. Cost-sharing and opportunities for leveraging other sources of funding will be encouraged. Each Theme Team has designated pilot projects to coordinate within their respective area of focus. Watershed-Driven Stormwater Management
Anacostia Watershed Protection: This pilot competition is designed to support the protection and restoration of urban water resources through a holistic watershed approach to water quality management. Funding will be directed to environmentally sound, watershed projects that stress a wide range of water quality improvement strategies and targets.
Framework Development for Watershed Based Stormwater Management: Using a grant from USEPA, Maryland State Highway Administration is developing a framework to implement stormwater management on a watershed basis through non-tradidional management strategies in selected Maryland watersheds. This framework can serve as a model for other state DOTs.
Innovative Stormwater Management Demonstration: The Global Environment & Technology Foundation (GETF) and the Low Impact Development (LID) Center will research and develop tools, techniques, and methods for evaluating innovative stormwater best management practices (BMPs), improve BMP technology, and provide information for streamlining NPDES permitting.
Recycling and Reuse
Beneficial Use of Byproducts Pilot: This pilot competition is designed to not only optimize the beneficial use of byproducts, but also to identify regulatory hurdles to the use of such products in order to encourage streamlining. Funding will be directed to implement to program itself and develop a report of lessons learned so other states will be encouraged to develop similar procedures.
Conservation and Ecosystem Protection
Comprehensive, Decision-Support Tool: Develop, implement, and manage a Pilot solicitation that would seek a single pilot project that incorporates lessons learned, GIS Maps and Software, a process for decision-making, guidance, Regulatory Streamlining tools, training and a Post-pilot action plan for next steps and broader replication as well as research, training and data needs.
